I uploaded docs for Empire wargame of the Century and I see it has not been added to the listing.

Not at all But there are certain time periods when the real life prevents updates. And when that happens there might be a few weeks when i don't have time to check for new uploads.

So it is a good idea to remind me every now and then if something isn't uploaded.

The manual you sent was for PC version, so it unfortunately doesn't qualify for Atari preservation. We only preserve material that has been part of the original Atari releases.
