I downloaded Antic Magazine's BATS as a *.BAS file.. How do i load that on my Emulator?

First of all, make sure the "H: patch for hard disk devices" is enabled in the SETTINGS menu. Choose the path for the files in your "virtual hard disk" (ALT+H to get there) and RUN"H:BATS.BAS.

The next version of Atari800Win PLus will probably have an option to load BASIC files directly

Which emulator are you using? And are you on Windows or Mac because the instructions for Mac are a little different.

And to add to the good instructions above, you first have to make sure Basic is enabled in the settings menu and then boot to the Ready prompt and from there load and Run your file.

I am using AtariWin Plus 4 beta4 on (Work) Windows 2000 and (home) Windows XP

I tried the steps above, and indeed it worked Thanks.
