Anyone happen to remember this game?

It's been about 20 years now, but there was an Atari 800 XL game I became so addicted to back when I used to play on my friends' computers.
It was an obscure maze game, kind of like Pac-Man only I don't believe there were dots. I remember you played a robber trying to outrun the cops in a large, detailed top-down maze. The player controlled a white, van-like vehicle (I think), and the cops had little cop cars. The maze was not symmetrical if I recall correctly. I also remember the game being ridiculously hard compared to most games of its type.
Can anyone help me locate this game?
